What Is the Best Solution to Protect Workers During Roof Maintenance?
Roof maintenance may seem routine, whether it involves inspecting ventilation systems, cleaning, repairing equipment, or performing preventive maintenance. However, whenever workers need to access a roof, fall hazards must be taken seriously.
So, what is the best solution for protecting workers during roof maintenance?
The answer depends on several factors, including the roof configuration, frequency of access, tasks being performed, and hazards present. Whenever possible, priority should be given to solutions that control the hazard at the source.
Start With a Fall Hazard Assessment
Before selecting fall protection equipment or systems, it’s important to understand the work environment and identify the hazards workers may encounter.
Several factors should be considered:
- Building height
- Roof type and slope
- Distance between work areas and roof edges
- Skylights, openings, and fragile surfaces
- Fragile maintenance
- Frequency and duration of roof access
- Workers’ required movement across the roof
- Environmental conditions that could make surfaces slippery
This assessment helps determine whether the hazard can be eliminated or whether collective or personal fall protection measures are required.
Guardrails: A Solution to Prioritize When Possible
For buildings where workers regularly access the roof, a guardrail system can be a particularly effective solution.
Guardrails provide collective protection. Once properly installed, they protect workers in the designated area without requiring them to connect to a system or take additional action to remain protected.
Guardrails can be installed around the roof perimeter or used to secure specific areas where fall hazards are present.
For some flat roofs, freestanding guardrail systems can be especially useful. They can provide permanent protection without penetrating the roofing membrane, while allowing workers to move more freely when performing inspections and maintenance.

What If Guardrails Aren’t an Option?
Every roof is different. The building configuration, type of work, or technical constraints may make guardrails impractical or insufficient.
In these situations, other fall protection methods may be required.
A travel restraint system, for example, can prevent workers from reaching an area where a fall could occur. Depending on the application, systems incorporating anchors, lifelines, lanyards, or self-retracting lifelines may also be necessary.
When a fall arrest system is required, a harness is only one part of the solution. It must be integrated into a complete system suited to the task, including an appropriate connecting device and compliant anchorage.
The components selected should reflect the roof configuration and the worker’s required range of movement.
Don’t Overlook Openings and Fragile Areas
The edge of a roof isn’t the only potential fall hazard.
Skylights, hatches, openings, and fragile surfaces can also expose workers to serious risks. These areas should be identified during the hazard assessment and protected using an appropriate solution, such as guardrails, compliant covers, or another method that prevents workers from accessing the hazard.
Safe access routes should also be considered so workers can reach equipment and maintenance areas without unnecessary exposure to fall hazards.

Fall Protection Requires Ongoing Maintenance
Installing a fall protection system is not the final step.
Equipment and systems should be inspected and maintained according to applicable requirements and manufacturer recommendations. Harnesses, lanyards, lifelines, anchors, and other components should be checked for signs of wear, damage, or deterioration that could affect their performance.
Worker training is equally important. Even high-quality fall protection equipment cannot provide the expected level of protection if it is used incorrectly.
So, Which Solution Should You Choose?
There is no single fall protection solution that works for every roof.
For frequent roof maintenance, permanent collective protection such as guardrails may often be preferred because it protects workers without relying on the continuous use of personal fall protection equipment.
When collective protection isn’t possible, a properly designed travel restraint or fall arrest system may be required.
The goal is always the same: match the fall protection solution to the actual hazards of the building and the work being performed.
